In this episode, we take a breather before rescuing Aeris by making a pit stop at the Shinra library, a couple vending machines, and a gym. No, I am not kidding.

I forgot to mention that I equipped the Star Pendant on Cloud, which protects against the Poison status ailment (not the element).

[they enter the mayor's office]
DOMINO: Hmm? Oh, and who might you be? You all must be those ... ahem ... Me? I'm Domino, the Mayor of Midgar. Actually, I'm mayor in name only. The city and everything in it is really run by Shinra, Inc. My only real job is watching over Shinra's documents ...
[he turns]
DOMINO: Me! The Mayor! A librarian! Ohh ...
[he pauses]
DOMINO: You want to get upstairs? I'll tell you what, if you can guess the password, I'll give you my keycard. Yes, that's it. Guess the password and I'll give you my keycard! Get it on the first try and I'll even throw in a special item!
[they exit the office]
HART: Did you speak with the Mayor? What? A password? Oh, I get it ... He's got way too much time on his hands. But you can't really blame him, everything in Midgar is controlled by President Shinra. Maybe I can help you.
[the player selects "Help"]
HART: Sure, sure. All right. As a public servant, it's my job to serve the needs of the people. So here's a hint ... for 500 gil.
[the player selects "Give him the money"]
HART: Oh, my... well, Thank you very much. Now listen. On this floor are four research libraries for four different sections of Shinra, Inc. ... Parts of the password are hidden in each of the libraries. Pay careful attention to the files in each room. The name of each library is written on the plaque outside the door.
[he pauses]
HART: What can I do for you?
[the player selects "Give me the next hint"]
HART: As a public servant, it's my job to serve the needs of the people. So here's a hint ... for 1000 gil.
[the player selects "Give him the money"]
HART: Oh, my... well, Thank you very much. Now, in each library will be one file mixed in from another library. Look carefully at the numbers on each file.
[he pauses]
HART: What can I do for you?
[the player selects "Give me the next hint"]
HART: As a public servant, it's my job to serve the needs of the people. So here's a hint ... for 2000 gil.
[the player selects "Give him the money"]
HART: Oh, my... well, Thank you very much. There is a number at the beginning of each file name. Of course there's a number even on the files that don't belong in that library. Match the number with the letters in the title of the file. If the file starts with a 4, then check the fourth letter and... well, you get the idea.
[they enter the first library room and look at the television monitor]
MONITOR: This is the Public Order / Weapon Development Library. Return materials where you found them. Do not mix materials from other libraries.
[they examine the books in the room ("Materia production and its military uses", "Heidegger's Shinra peace keeping law", "Breakdown of SOLDIER members by class", "Special peace keeping law", "Plan for new land weapons", "Economic report: anti-Shinra activities", "Ranks and extended use of Mako weaponry", "Heidegger's Shinra peace keeping law") then enter the second library room and look at the television monitor]
MONITOR: This is the Space Dev Research Library. Click on the plate in front of each library to see which it is.

MONITOR: Materials are non-circulating! It is forbidden to remove any materials from this floor.
[they examine the books in the room ("Midgar City map: Sectors 5-8", "Reactor Construction Chart", "Problems with Plate construction in Midgar", "New plans for Urban Planning", "An illustrated guide to City Planning", "Midgar City Map: Sectors 0-4") then enter the fourth library room and look at the television monitor]
MONITOR: This is the Scientific Research Library. Materials for the Urban Dev. Library Peace / Weapon Dev. Library / Space Dev. Library are held in their respective libraries ...

DOMINO: Got it? Then tell me. So, what's the password?
["BEST | KING | ORBS | BOMB | MAKO | HOJO | Wait a second" appears on screen, and the player selects "KING"]
DOMINO: King!! God, I love the sound of that! King!! President Shinra sucks! I should be King of Midgar!
[he pauses]
DOMINO: Hmmm. Well, ok. Here, take this.
["Received Keycard 65" appears on screen]
DOMINO: I never thought you'd get it on the first try ... Just goes to show you can't judge a book by its cover. Oh well, a promise is a promise. Take this, too.
["Received Elemental Materia!" appears on screen]
DOMINO: Why would I do something like this, you ask? To mess with them, of course! Shinra's been torturing me forever. That's why I was a little rough on you all just now. Now go up there and really make them suffer. This ought to make us even! Heh heh heh ... But my card will only get you to the 65th floor. Can you believe how they treat me? ... ME! Like some common employee ...
[they leave the office]
HART: If you run into President Shinra please don't tell him about this. I can't be a partner to anymore trouble for Shinra.

Mayor Domino (Japanese: Shichou Domino) is a minor, non-player character in Final Fantasy VII. Domino is the mayor of Midgar in name only, as all the governmental power is held by Shinra. He makes his only appearance on the 62nd floor of Shinra Headquarters. Unsatisfied with his job, and disillusioned with the company he works for, he does not so much as question the identity of Cloud's group when they enter his office.

He offers the player to guess the word he is thinking in order to get his keycard, a puzzle which is solvable with clues found in the library. If the player guesses correctly on the first try, Domino gives an Elemental Materia along with the keycard. One of four passwords is randomly chosen each game. The Japanese version of the game featured a different, more difficult puzzle.

Mayor Domino's Puzzle

The Mayor has moved books into sections in which they do not belong, in a vindictive if pretty harmless attempt at vandalism. All of the books, including the misplaced ones, have a number before the title; together, the number and title give a single-letter clue. Given the example of a misplaced book called "5 Midgar City Map", the clue it would give would be "A", A being the 5th letter in the title.

Any of the following books are correctly placed in the "Urban Dev. Research Library"; if they are found elsewhere, they are clues.

* An illustrated guide to City Planning
* Midgar City Map: Sectors 0-4
* Midgar City map: Sectors 5-8
* New plans for Urban Planning
* Problems with Plate construction in Midgar
* Reactor Construction Chart

Any of the following books are correctly placed in the "Scientific Research Library"; if they are found elsewhere, they are clues.

* Data on experimental animals living near Midgar
* File on Dr. Gast, Biologist
* Final evolutionary stages in land dwelling life
* Mako energy and the rise in life forms
* Report on high Mako levels in living beings
* The Ancients in History

Any of the following books are correctly placed in the "Peace Preservation/Weapon Dev. Research Library"; if they are found elsewhere, they are clues.

* Breakdown of SOLDIER members by class
* Economic report: anti-Shinra activities
* Heidegger's Shinra peace keeping law
* Materia production and its military uses
* Plan for new land weapons
* Ranks and extended use of Mako weaponry

Any of the following books are correctly placed in the "Space Dev. Research Library"; if they are found elsewhere, they are clues.

* Diminishing Mako energy and Planet movements
* Economic report: Space Dev Program
* Modern history of Midgar space program vol. 1
* Modern history of Midgar space program vol. 2
* Results of the failed space mission "YA-79"
* Shinra rocket space travel

So with the full list, the task is easy. Without it, the puzzle is equivocal. Still solvable, if the player keeps a record of all the possible solutions, but by no means straightforward.

The fastest solution of all, suitable for speed playthroughs, is to memorize four titles and their corresponding solutions:

* 2 Economic report: Space Dev Program : BEST
* 1 Results of failed space mission "YA-79" : KING
* 1 Breakdown of SOLDIER members by class : BOMB
* 10 New plans for urban planning : MAKO

One of these is always found as the left book in the middle rack of the green shelves in the top right room: the 'Space Dev. Research Library'.

Alternatively, the player can simply run out of the building and save, run back to the 62nd floor, and reload and run back repeatedly to guess again at the answer.

ORBS and HOJO are never the correct answer.

Trivia

Domino's name is a reference to the pizza chain, Domino's Pizza. His deputy, Hart, has the Japanese name of "Hatto", which can translate to "Hut", a reference to the pizza chain, Pizza Hut.

The library is separated into four rooms, each of which is categorized by one area of research committed by President Shinra ("Urban Dev.," "Scientific Research," "Space Dev.," "Peace Preservation/Weapon Dev."). * If Cloud guesses right the second time, Domino goes through one of his WORD!! exclamations, hands over the keycard, and then...

Domino: ......hmm. Well, ok. Here, take it. Hmm. It appears you're not completely stupid. Fine then, take this.
Received "Elixir"!

* If Cloud guesses wrong the second time, too, Domino doesn't give him anything extra whenever he finally gets it right.
